1 "designed to store brain scans," -> this claim bugs me. I undestood that uploading a person's brain scan into a machine would be considered morally wrong. WAU created the mockingbirds and it surprised and horrified Pathos-II crew. So why they would project the cortex chip for this purpose?
Actually, in the user manual (http://soma.wikia.com/wiki/File:01_01_omnitool_pamphlet.png) it's written "allow to to fit most market cortex chips into the omnitool" and "introducing an additional A.I.". Also, in Theta, Catherine talks about "A.I. construction" and "A.I. engineer" and WAU is an A.I. as well.
So an A.I. is different from a person's brain scan, since it's not the copy of a brain retaining memmories and emotions, but it's built from scratch.

2 "Cortex Chips are able to be corrupted, which leads to mental instability in the scan on the chip." -> It's arguable if the mental instability is due to the cortex chip being corrupted OR the person's consciousness to be in a machine which differs from the human body that the brain was used with "A robot body seems to make people a bit... unreliable. 3 "A machine with a Cortex Chip inserted gains the person's personality and abilities. This enables the scanned person to interact directly with the machinery they're connected to, and with outside personnel." I think this sentence would fit the page "Mockingbirds" since it's explaining the concept of a mockingbird and not the cortex chip
